Have not had any problems setting up a Teams meeting and inviting people outside my organization via their email address and having a Teams call. Basically, the setting to allow external users to internal Teams chats/meetings is set via the Teams Admin portal and impacts the entire organization/O365 tenant. It cannot be enabled per a specific user or a certain meeting. If it is not allowing you to invite external users, most likely this feature is turned off.
